92.79pc ADP executed in FY22


With the record-highest single-month spending, government agencies implemented 92.79 percent of the Annual Development Programme (ADP) in fiscal year (FY) 2021-22, officials said on Tuesday.

In the single month of June, the agencies spent 27.23 percent of the Tk 2.17-trillion ADP, according to the Implementation Monitoring and Evaluation Division (IMED) data.

In the first 11 months between July 2021 and May 2022, government ministries and agencies executed 65.56 percent of the total ADP outlay in question.

Meanwhile, government ministries and agencies spent 82.11 percent of the Tk 2.09 trillion ADP in FY21.

The execution rate was also bleak in FY20 as spending was recorded at 80.39 percent of Tk 2.01 trillion.

A senior IMED official says the rate rebounded in FY22 after poor performance in the previous two consecutive years due to the impact of the Covid-19 pandemic.

In FY19, the implementation rate was recorded at 94.66 percent.

After an ECNEC meeting, planning minister MA Mannan said the implementation rate rebounded last fiscal as recorded at 92.79 percent of the ADP, 10.68 percentage points higher than FY21's.

IMED data shows government agencies and ministries spent Tk 2.037 trillion of funds from the total ADP outlay of Tk 2.19 trillion in FY22.

Analysts say a huge jump of ADP execution in a single month means quality is compromised in project work.
