Separate dept on cards to train, employ manpower

The government has taken a move to set up a separate department under the labour ministry mainly to generate skilled manpower and provide them with employment, officials said.

The Ministry of Labour and Employment (MoLE) last month formed an 11-member committee, headed by one of its additional secretaries, to take necessary measures for establishing the proposed 'Employment Department', they added.

"The move has been taken to generate skilled manpower so that they are fit for work with the demands of the job markets mainly in local industries," a top official of the labour ministry said on Tuesday.

The move also aims to do more relevant to employment as the ministry is responsible for adopting and implementing employment plans in the country, the official said.

The ministry puts its all efforts to look into the issues related to labour but has little scope to work with the issues of employment in absence of proper policy.

Earlier, a total of 26 Technical Training Centres (TTCs) were established across the country under a government project which had later been attached with the Ministry of Expatriates' Welfare and Overseas Employment (MoEWOE) in 2013, the labour ministry officials said.

The government's decision of attaching TTCs with the MoEWOE had squeezed the scope for the MOLE to work for employment, they added.

"The name of our ministry is labour and employment ministry. And majority of our works are related to protect and safeguard the interests of workers," another MoLE official said.

The ministry being responsible for the employment and human resource development, did little work on employment, he said, adding that they are going to establish a new department, proposed to be 'Employment Department', to achieve the mission and vision.

A committee has recently been formed and it is yet to sit, he added.

The committee is scheduled to prepare a structure of the department with required manpower and budget, he said, adding that it would also finalize other related issues like work areas, terms and references.

Thousands of people are entering the job market each year while there are many challenges coming with the fourth industrial revolution, he pointed out.

The proposed department is expected to prepare a roadmap for overcoming future challenges and put the manpower in order so that they are provided with employment in line with the market demands both at home and abroad, he added.

The department would set up training institutions in divisional headquarters across the country and devise demand-based training modules for the unskilled people, ministry officials said.

To face the employment-related challenges of the Sustainable Development Goal, it is important for Bangladesh to frame an employment policy, they added.

Along with the establishment of an employment department, the MOLE is working on formulating an employment policy, they added.
