MPO policies soon

The education ministry is formulating two separate monthly pay order (MPO) policies for non-government technical institutions and madrasas, keeping the age limit at 35 and the scope for transfer.

Ministry sources said the  policies would be approved soon and a circular issued within a week in this respect. The latter is called the "Organogram of the Non-Government Educational Institution (Technical and Madrasa) and MPO Policy 2018’.

The policies would provide MPO facilities to teachers and employees of technical and madrasa educational institutions.

The Secondary and Higher Education Division had issued its MPO Policy 2018 on June 12, but the Technical and Madrasa Education Division is yet to issue a circular for the policies.

As a result, there is delay in issuing a circular for online application from general, technical and madrasa educational institutions to bring them under MPO facilities.

Technical and Madrasa Education Division sources said the policies for technical and madrasa educational institutions would be the same as the general policy.

“We are working on the policies for technical and madrasa educational institutions. The age limit to apply for teaching job would be 35, the same as the general educational institutions,” Rawnak Mahmud, additional secretary (madrasa) of the Technical and Madrasa Education Division.

“New posts have also been created in the policy to strengthen the manpower in these institutions,” he said.

Asked about the transfer of teachers from one non-government educational institution to another, Mahmud said: “The matter will also be there in the policy. Besides, the government can formulate a transfer policy in this regard.”

Ministry sources said the MPO policies for technical and madrasa institutions was finalised without fixing the age limit, while 35 is the age limit for teachers of general educational institutions.  

It raised a controversy and the ministry decided to fix the age limit for teachers of technical and madrasa institutions at 35.

“The draft policies are almost ready. They now need the approval of the ministry. Then a circular would be issued in this regard,” said Mahmud.

According to the Directorate of Madrasa Education, there are around 9,137 madrasas where around 125,344 teachers work. Of these,  119,587 are Dakhil and Kamil teachers, 4,529 Ebtedayee and 1,228 are ICT teachers.

Of the total madrasas, there are 7,618 Dakhil and Kamil madrasas under MPO facilities.

The government has once again taken the initiatives to provide MPO facilities to non-government educational institutions after eight years. Two separate committees—selection committee and technical committee—have been formed to provide the MPO facilities to teachers and employees of the institutions.

At first, the technical committee will make a grading of all the institutions based on various indicators and it will have 100 marks.

It will be done through online software.

Getting the grading from the technical committee, the selection committee will make a list with recommendations about the institutions which would be eligible for MPO facilities.

Finally, the government would approve it and provide the MPO facility to non-government institutions, in which the government would provide some financial benefits to the teachers and employees.
